Kuki leader and BJP MLA Paulenlal Haokip says that to establish peace in Manipur, the state should be divided into three union territories. In an interview to PTI, Haokip has advocated giving political and administrative recognition to Manipur’s ethnic isolation. Manipur Chief Minister N. Biren Singh and COCOMI (Coordinating Committee on Manipur Integrity), a group of Meitei organizations, have opposed any demand for division of Manipur. Critics of Haokip’s suggestion say that the bifurcation would create separate regions for the Kuki, Meitai and Naga tribes in the state, but would cause trouble in places where there is a mixed population.

The population of the Meitei community is about 53 percent in the state and they mostly live in the Imphal Valley. At the same time, the number of people of Naga and Kuki tribes is 40 percent of the total population and they live in the hilly areas of the state.

Haokip, the BJP MLA from Sakot seat in Churachandpur district, and other Kuki leaders believe that the majority community is controlling the allocation of state resources. The Kuki leader also expressed displeasure over the declaration of the tribal land as a protected forest area and alleged that the tribals were not being given their rights.

The BJP MLA said that this year the Manipur government had bulldozed many Kuki villages in the name of protection of forests under the Forest Act. There is also resentment in the Kuki community due to the ban on the delimitation report. Kuki leaders believe that considering the population of their community, their number of seats may increase after delimitation. Meitei organizations also accuse the Kuki community of being involved in drug smuggling and of entering India illegally from Myanmar. Although the cookie community rejects these allegations. Kuki MLA Haokip says that the Kuki community had also fought with the British and people from the Kuki community were involved in Subhash Chandra Bose’s Azad Hind Fauj.
