The Parliamentary Committee on Transport, Tourism and Culture tabled a report titled ‘Functioning of National Academies and other Cultural Institutions’ in both Houses of Parliament on Monday. The committee headed by YSRCP’s Vijay Sai Reddy said, the committee suggests that whenever an award is given, the consent of the recipient must be taken, so that he does not return it for political reasons, as it is a matter of dishonor for the country.

The panel has also suggested that if the awardee returns it, he/she may not be considered for such awards in future. The committee said that this is affecting the credibility of the awards. To avoid this, the committee has recommended the government to make such a system, in which before giving the award, the consent of the artist, writer and other intellectual should be taken that they will not return the award in future. The Parliamentary Committee in its ‘Three Hundred Fifty First Report’ on the ‘Working of National Academies and other Cultural Institutions’ has said that the withdrawal of awards is a disgrace to the country.

The Rajya Sabha Secretariat has also issued a statement on this report. It states that the committee has emphasized that Sahitya Akademi or other academies are apolitical organizations. There is no place for politics in this. In such a situation, whenever any award is given, the consent of the recipient must be taken. So that he does not return it for political reasons, because it is humiliating for the country.

In its report, referring to the murder of Karnataka’s famous writer Kalburgi in 2015, the committee has also mentioned the return of the award in protest against it. Let us inform that this Standing Committee of Parliament attached to the Ministry of Culture includes 21 members of the Lok Sabha and 10 members of the Rajya Sabha. It is headed by Rajya Sabha MP and senior YSR Congress leader V Vijayasai Reddy.

Earlier, in February 2017, the then Culture Minister Mahesh Sharma had told the House in response to a written question that 39 writers had returned their awards in the last three years. He claimed that the Sahitya Akademi kept silence at a time when his freedom of expression was attacked.
