PK Mishra: Alert about climate change, said- its effect is not in the future but already present
G-20: PK Mishra, Principal Secretary to Prime Minister Narendra Modi, on Monday pointed out a note of caution at the G-20 Disaster Risk Reduction Working Group (DRWG) meeting, saying that the impact of climate change related disasters is not in the distant future, but is already here and huge.

In his opening remarks at the third meeting of the G-20 Disaster Risk Reduction Working Group (DRRWG) held in Chennai, Mishra said that the time for progressive change has passed. We need changes to local, national and global systems to prevent the creation of new disaster risks and to manage existing disaster risks effectively. He said that India has participated enthusiastically during the last eight months of the G-20 presidency. He said that 177 meetings have been held so far at 56 places across the country.
He said that the representatives of different countries actively participated in the deliberations. He also got a glimpse of India’s social, cultural and natural diversity. A lot of progress has been made in the concrete aspects of the G-20 agenda and I am sure that the summit meeting to be held after one and a half months will be a historic event. He said that the first meeting of this working group took place in March in Gandhinagar. Since then, the world has witnessed some unprecedented disasters.
Mishra referred to the incidents of difficult weather
Mishra cited severe weather events to underline the scale of the challenges, including massive heat waves across cities in almost the entire Northern Hemisphere, wildfires in Canada and haze affecting cities in many parts of North America, and Delhi’s worst flooding in 45 years, even as India’s monsoon season is not even halfway through. He said that India has also seen major cyclonic activity along its east and west coasts.
The effects of climate change related disasters are now in the not too distant future, he said. They are already here and are huge. They are interconnected and they affect everyone all over the earth. The challenges facing the world today underline the importance of this working group. Mishra said though the group has made a lot of progress in a short span of four months and has generated good momentum, it needs to do more. The ambition of this working group should match the scale of the problems facing us, he said.
It is a fact that individual countries and global efforts actively seek progress in this to maximize their collective impact, he added. He further said that this group cannot tolerate fragmented efforts driven by a narrow institutional approach. Mishra said, we should be inspired by the problem-solving approach. The United Nations Secretary-General’s early warning initiative for all is an example of this approach, he said. He said, it is good to know that G-20 has identified early warning and early action as one of the five priorities and is putting its full force behind this.
Mishra said that there is a need for greater synergy among the different streams of financing available for disaster risk reduction and climate finance should be made an integral part of financing for disaster risk reduction. He suggested the benefits of the Coalition for Disaster Resilient Infrastructure which was first proposed by PM Modi and established in partnership with several G-20 countries, the United Nations and others. The effect of this is already visible. Mishra said significant progress has been made on measures to overcome climate change in all the five priorities adopted by the working group.
