There is a lot of uproar in the ongoing Manasutra in the Parliament. On Friday, the ruling party created a ruckus demanding a discussion on the deteriorating law and order situation in Rajasthan, while the opposition is adamant on PM Modi’s statement regarding Manipur. Meanwhile, the Lok Sabha on Friday passed the Inter-Services Organization (Command, Control and Discipline) Bill, 2023, with provisions for prompt action to maintain discipline during joint operations of the armed forces.

Defense Minister Rajnath Singh said that this law is an important step towards military reforms. The Defense Minister introduced the Inter-Services Organization (Command, Control and Discipline) Bill, 2023 for passage in the House amid opposition protests over his demands related to the Manipur debate. After the reply of the Defense Minister on the brief discussion on this bill, the Lok Sabha approved the bill by voice vote.

Speaking on the bill, Rajnath Singh said it promotes jointness and provides better disciplinary and administrative powers to commanders of inter-service organizations. Further said that I want to assure the House that this bill is an important step towards military reforms. There is no additional financial implication involved in this bill.

Rajnath Singh said that whenever a case of indiscipline comes to the fore in the army, it becomes necessary to take a quick decision. He said that this bill provides for prompt action to maintain discipline in an inter-services organisation.

He further said that the personnel of the three forces work according to their respective laws and the rules made under them. In such a situation, the Commander-in-Chief can exercise disciplinary and administrative powers only on the personnel of his force and not on the personnel of other forces in disciplinary matters of personnel working in inter-service organizations.

He said that personnel serving in such organizations are required to be sent back to their parent army units for disciplinary action. Rajnath Singh said that money and time are spent in this and there is delay in getting justice. The Defense Minister said that the discrepancy arises due to different decisions of different authorities for the same crime.

Rajnath Singh said that in this context, there was a need to enact a law for the heads of all inter-service organizations to maintain discipline in them. The Defense Minister said that this bill provides better discipline and administrative powers to the heads of inter-service organizations.
