Highlighting the low representation of women in the Central Armed Police Forces, a parliamentary committee has asked the Union Home Ministry to take steps to encourage them to join the services. Apart from this, reservations have also been recommended for transgender people. In its latest report, the committee said that such a policy can be considered for women officers, in which easy postings are given and they do not have to face extremely difficult working conditions.

The Parliamentary Standing Committee on Personnel, Public Grievances, Law, and Justice, headed by BJP MP Sushil Kumar Modi, said that the representation of women personnel in CAPFs and Assam Rifles was only 3.76 percent as of September 30, 2022. The Committee, in its 131st Report on “Review of the Functioning of Recruitment Organizations of the Government of India”, stated, “The Committee advocates that all necessary measures be taken by the Ministry of Home Affairs to encourage women to join the Army to the maximum possible extent.” Steps should be taken. A major obstacle that prevents women from joining the army is the difficult terrain and conditions in which they may have to work.

The report further states that, therefore, a policy of posting women officers in peaceful places and not keeping them in extremely harsh and difficult working conditions can be considered. Unless necessary in extreme circumstances such as war or armed rebellion, and that too when there is an absolute shortage of deployable men by the forces.

The committee has also recommended that such a reservation be given to transgender people as well. Steps can also be taken to recruit transgender people so that they can be well integrated into mainstream society in the near future.

On the issue of a mandatory minimum percentage of women in the central forces, the committee said that, till date, only 3.65 percent of vacancies have been filled by women. The committee said the representation of women in the BSF (Border Security Force) and SSB (Sashastra Seema Bal) is only 14 to 15 percent. In the CISF (Central Industrial Security Force), it is 6.35 percent, and in the ITBP (Indo Tibetan Border Police), it is 2.83 percent.

The committee, in its report tabled in Parliament on Thursday, said, “There are some barriers that are preventing women from joining the army.” It said that there is no special reservation for women in CAPFs. However, to increase the representation of women in CAPFs, directions were issued in 2011 to bring down the strength of women in the forces to five percent within three years based on the recommendations of the Parliamentary Standing Committee on Empowerment of Women, the report said.

As of September 30, 2022, there were 34,278 women personnel deployed in CAPFs and Assam Rifles (AR). Of these, 1,894 were in the Assam Rifles, 7,470 in the BSF, 9,316 in the CISF, 9,427 in the Central Reserve Police Force (CRPF), 2,514 in the ITBP, and 3,657 in the SSB.

The committee also said that it is paramount to recruit the maximum number of youth from border districts and recommended a special drive for local youth from Chhattisgarh, Jharkhand, the North Eastern states, and Kashmir. The committee emphasized filling up all the vacancies in the Central Armed Police Forces and Assam Rifles on a mission basis. As of January 1, 2023, there were 83,127 vacancies in CAPFs and ARs. The report states that of these, 1,666 vacancies are in AR, 19,987 in BSF, 19,475 in CISF, 29,283 in CRPF, 4,443 in ITBP, and 8,273 in SSB.

The committee recommended that there be a robust mechanism to monitor how many people are retiring from the forces, how many vacancies have been created, and whether people have been appointed to the vacant posts. That is, the vacancies created should be filled regularly, and backlogs should be avoided. It has been said that all departments should be strictly directed at all places to send the details of vacancies to the Ministry of Home Affairs on time, and it should not take years and years to send the details of vacancies.
